The regular meeting of the Board of Embalmers and
Funeral Directors was held at the law offices of Bricker & Eckler in
Columbus, Ohio. President, Ronald G.
Van Atta called the meeting to order at 11:30 A.M. Other Board members present were: Virginia S. Cheney, Ross C.
DeJohn, John J. Hadley, Roger Primm, and Kurtis A. Tunnell. Also present were: Mollie Martin, Assistant
Attorney General, Frank J. Savage, Inspector, Charles H. Wisby, Inspector, and
Ann Cunningham, Executive Director.

Executive Session
On a motion by Mr. DeJohn, seconded by Mr. Hadley, the
Board went into executive session pursuant to Section 121.22(G)(1) of the
Revised Code, to consider complaints and possible disciplinary action against
licensees, and Section 121.22(G)(3) of the Revised Code to conference with the
Board's counsel to consider pending litigation. Roll call vote: Cheney, Aye; DeJohn, Aye; Hadley, Aye;

The Board members were reminded that the July meeting
will be held at the LaFayette Hotel in Marietta, Ohio.

Board members were informed that the Pittsburgh
Institute of Mortuary Science has invited Mr. DeJohn, and Inspector Savage to
speak at the school on August 29, 2001 and November 28, 2001.

The Board was informed of legislation to modify
Section 44511.453 of the Revised Code dealing with funeral procession and the
required purple and white pennants.

Board
member, Pernel Jones, attended the Governor's New Board Member Training on May
18, 2001, and Inspector Wisby represented the Board at the Buckeye State
Funeral Directors and Embalmers Association convention on June 14, 2001.

Mr. Hadley reminded the Board members that he will
represent the Board at a district meeting in Waverly, Ohio in July.

The Board was asked to consider special language
and/or symbols to commemorate one hundred years of service to the people of
Ohio. The Board was created in 1902.

The Board was given a list of proposed activities and
dates for the next fiscal year and asked to be prepared to offer any changes at
the July meeting.

It was reported that all funeral homes submitted the
required Annual Preneed Funeral Contract report for calendar year 2000.

Unfinished Business
The Board was informed that Section 5101.52 of the
Revised Code, entitled Funeral Cremation, Cemetery, and Burial Expenses under
the Department of Job and Family Services was repealed. The $750.00 payment for funeral expenses
provided for the benefit of qualified individuals was eliminated.

The Board was informed SRS-e (formerly License 2000)
was slowly progressing as DAS/State Data was preparing for litigation and
development of a new licensing system.

Correspondence
1. A
letter Carol M. Cvelbar, daughter of Gordon B. Blower, informing the Board that
the Gordon E. Blower Funeral Home was closed on December 31, 2000. Ms. Cvelbar reported that there were no
preneed accounts, and will return the display license when she finds it. Secretary to acknowledge and thank Ms.
Cvelbar for her assistance.
2. A
letter from Adriane Smith requesting a waiver of the five-year waiting period
mandated by Section 4717.05. Secretary
to inform Ms. Smith that the Board has no authority to waive the requirement.
3. A
letter from Leon J. Groff, President of Groff Funeral Homes, requesting an
extension of time in which to employ a manager for the Evans & Groff
Funeral Home. Secretary to inform Mr.
Groff that law and rule both mandate a full-time manager as a requirement for a
funeral home.
4. A
letter from Michael F. Coyne, informing the Board that McMahon-Coyne Funeral
Homes have merged with Conti-Vitantonio Funeral Home, and both locations will
be known as McMahon-Coyne-Vitantonio.
Applications for funeral home license were approved under New Business
No. 1. Secretary to request a clearly
enumerated account of all preneed.
5. A
letter from Sandra Rogers, funeral director apprentice, requesting permission
to continue taking classes outside her apprenticeship. On a motion by Mr. Hadley, seconded by Mr.
Primm, the Board approved Ms. Rogers requests provided she spent no more than
twenty hours per week. Ayes: 5. Nays: 0. Motion approved.
6. A
letter from Sue E. Heffner, Mailpiece Design Analyst with the Columbus Post
Office stating that due to upgrades in the way the mail is sorted the Board has
been assigned a new zip code;
43215-6108.

Inspectors' Reports
Inspector Savage reported that he drove 1,514 miles in
the counties Coshocton, Cuyahoga, Erie, Guernsey, Muskingum, Portage,
Tuscarawas, and Washington. He made 41
inspections, 10 investigations, found 19 violations, and monitored five
apprentice.
Inspector Wisby reported that he drove 2,475 miles in
the counties of Defiance, Fairfield, Franklin, Hamilton, Lucas, Mercer,
Montgomery, Paulding, and Pike. He made
48 inspections, 4 investigations, found one violation, and monitored no
apprentices. Inspector Wisby
represented the Board on June 14, 2001, at the Buckeye State Funeral Directors
and Embalmers Association during the annual convention in Fairborn, Ohio. Inspector Wisby substituted for Mr. Jones
who was unable to attend.

The Board reviewed the May Monthly Transaction
Register, the voucher journal for May, and the revenue journal for May.

On a motion by Mr. Hadley, seconded by Mr. DeJohn, the
Board approved the personal service contract with Blaugrund, Herbert &
Martin, Inc. to act as hearing officer at the rate of $95.00 per hours for a
maximum of $4,750.00 for Fiscal year 2002, pending the availability of
funds. Ayes: 5. Nays: 0. Motion approved.

Board approved the personal service contract for educational consultant, Donald
Neff, at the rate of $20.00 per hour for a maximum of $1,000.00 for Fiscal Year
2002, pending the availability of funds.
