Tuesday - September 18, 2001
The regular meeting of the Board of Embalmers and Funeral Directors was held at the Riffe Center located in Columbus. President Ross C. DeJohn called the meeting to order at 1:10 P.M. and he asked for a moment of silence in remembrance of the events of the past week. Other Board members present were: Virginia S. Cheney, John J. Hadley, Pernel Jones, Sr., David B. Tobias, Kurtis A. Tunnell, and Ronald G. Van Atta. Also present were: Mollie Martin, Assistant Attorney General, Frank J. Savage, Inspector, Charles H. Wisby, Inspector, and Ann Cunningham, Executive Director.

On a motion by Mr. Hadley, seconded by Mr. Van Atta, the minutes of the August 14-15, 2001 meeting were approved as amended. Ayes: 6. Nays: 0. Motion approved.

Announcements
Inspectors Savage and Wisby along with Ms. Cunningham will attend the Ohio Embalmers Association Fall Seminar to be held in Columbus on October 3, 2001.
Mr. DeJohn and Inspector Savage represented the Board at the Pittsburgh Institute of Mortuary Science on August 29, 2001. Mr. DeJohn will be reimbursed for travel expenses and paid per diem. The PIMS moved their next seminar from November to December 12, 2001. Mr. DeJohn and Inspector Savage will represent the Board.
Ms. Martin, Inspector Wisby, and Ms. Cunningham attended the Ohio Funeral Directors continuing education program on August 23, 2001. Board members were given a copy of the presentation on the Federal Trade Commission.
Board members received a copy of the obituary for Ralph Waldo Blye. Mr. Blye was a member of the Board of Embalmers and Funeral Directors from 1972 through 1977.
Board members were reminded that they have reservations at the Doubletree Suites Hotel for calendar year 2002, and the Board office is awaiting confirmation numbers.

The Board was informed that the staff attended a demonstration of a software program produced by CAVU, and under consideration by the state licensing boards.

The Board reviewed a draft of specifications for a third party administrator of continuing education. The draft was amended, and the specification will be discussed with OFDA on September 26, 2001.

The Board reviewed various news articles relative to the profession of funeral service.

The Board reviewed a proposal submitted by David J. Benke, Mortuary Standards Supervisor for the State of Minnesota concerning reciprocity. All licensees from the states covered by the reciprocal agreement would have the ability to move between states without having to address the current educational and examination concerns, which typically prohibit such mobility. The Secretary was instructed to inform Mr. Benke that Board is interested in an agreement, but not as proposed.

The Board was informed that the Department of Administrative(DAS) eliminated the Computer Resource Center located in the Riffe Center. This action will have a dramatic negative impact on all licensing boards. The Boards are communicating with DAS to resolve the situation.

Correspondence
1. A letter from Daniel J. Barford submitting a clearly enumerated list of preneed after the closing of the Barford Funeral Home in West Milton. Secretary to acknowledge receipt of the required list.
2. A letter from Gary D. Craven requesting permission to be relicensed after allowing his Ohio licenses to lapsed. Secretary to inform Mr. Craven of the requirements of payment of fees, penalties, and successful passing of the Ohio laws examinations.
3. A letter from Roger A. Wilhelm, General Manager of the Wood-Kortright Funeral Homes, Inc., informing the Board of the closure of the Wood-Kortright Funeral Home in Atwater on August 31, 2001. Mr. Wilhelm submitted a clearly enumerated list of preneed. Secretary to acknowledge receipt.
4. A letter from Anthony A. Ripepi, Jr., requesting permission to continue the operation of the Ripepi Funeral Homes, Inc. for an additional twelve months. On a motion by Mr. Van Atta, seconded by Mr. Jones, the Board approved the request with an ending date of September 22, 2002. Ayes: 7. Nays: 0. Motion approved.

Inspectors' Reports
Inspector Wisby reported that he drove 3,100 miles in the counties of Auglaize, Clark, Hamilton, Logan, Miami, and Montgomery. He made 21 inspections, 7 investigations, found no violations, and monitored no apprentices. Inspector Wisby attended the OFDA continuing education program on August 23, 2001.
Inspector Savage reported that he drove 1,601 miles in the counties of Carroll, Coshocton, Cuyahoga, Jefferson, Lake, Mahoning, Morrow, Stark, Summit, Tuscarawas, and Washington. He made 47 inspections, 8 investigations, found one violations, and monitored one apprentice. Inspector Savage represented the Board at the PIMS seminar on August 29, 2001, along with Mr. DeJohn.

Executive Session
On a motion by Mr. Hadley, seconded by Mr. Tunnell, the Board went into executive session pursuant to Section 121.22(G)(1) of the Revised Code, to consider complaints and possible disciplinary action against licensees, and Section 121.22(G)(3) of the Revised Code to conference with the Board's counsel to consider pending litigation.
